Ubuntu have replaced traceroute with tracepath in the base system.
traceroute-nanog is another variant of traceroute, but if you can
connect to download from your repos, that probably won't work either.
Have you tried other sources?

tracert is a hark back to the 8 character limit on filenames I would imagine.
