Like, from an internet cafe PC itself ?! Er. Just in case: Don't do
that. Bring a pda or laptop and use a wifi hotspot, assuming they
exist there. (of course these days "internet cafe" might mean "cafe
with wifi hotspot" to you young lot. See back in the day, there used to
be "internet cafes" with banks of plague-ridden keylogging zombie PCs
for customers' use as a draw. PCs that were fine for idle browsing
(or "surfing") and looking up events and directions to pubs and so
forth, but that would be INSANITY to use for stuff you might aspire to
keep secret or secure. Like, oh, ssh connection endpoint stuff)

Some wifi hotspots may be pathetic ones trying to only allow http via a
proxy, but of course that's usually no real limitation given httptunnel
(n.b. some advance preparation required) or corkscrew.

It can also be viable to set up a (typically java proper or java midp)
ssh client on your mobile phone these days, depending mostly on the
phone and somewhat on your mobile service provider and just how
expensive the service is - and of course how much you trust your
mobile and the ssh client.

Install "screen", it's the handiest (you should be aware of less
feature-packed things in the same general area like nohup or detachtty,
but you'll want screen).
