For ex-state-monopoly telcos, they are typically divided into two:

- telco's telco
- non-telco customer operations

and the 'backend' "telco's telco" operation is mandated to give equal 
service to all other telcos, it's own customer operations wing.

I.e. this advantage you speak of is not supposed to exist, and 
there's a regulator who's supposed to monitor that. At least in 
Ireland and the UK.
