The saa7134 cards are cheap and cheerful and sold in Peats for Eur35.  No
assisted mpeg encoding though, your pc will have to take that strain.

By the by, it's well worth looking at a DVB-T card these days as the four
tv channels and most radio stations are now available across a fair bit of
Dublin and the service is supposed to expand both in coverage and channel
selection.
