Sorry Kae but that doesn't actually happen in reality.
In reality we use Spamhaus to block people from accessing our SMTP. If
they are on a blacklisted IP they have two options:
1 - reboot their router to see if they get a new ip
2 - use their ISP's SMTP
What you are possibly confusing is the PBL which a lot of ISPs are
applying which impacts on people setting up mail servers on dynamic
ranges
