the answer is to "Monitor it"

On my system with 2GB -- a desktop with xen vm's. I have 350MB swap. And
guess what, its is never used.
paging = shitty perf. Avoid at all costs.

In the lab I have a server for xen images, fairly loaded as it servies out
various services.
Tons of swap defined (6GB) and 16GB physically installed, but since I have
yet to max out the physical ram... no swapping.

Now if you have a server with critical apps, and the system needs to page
more ram than there is swap space == kernel panic.
But in reality you will only touch a few MB's of swap is a properly setup
environment.
