Er, if someone is barred from using non-work email addresses during work
hours, and this is enforced by both HR and IT / firewall policies, how
is one meant to post from an alternate provider ? 

As for having his company change their email footer - good luck, legal
opinion varies on their validity etc, but most lawyers I've met agree
they at least form the basis of a CYA defence if needed.
