 cute.  in this case, a simpler solution
 (assuming 'bash' is one of yer allowed
 commands) is:

   sudo bash -c 'echo ... >FILE'

 there's an equivalent example in the sudo(1)
 manual page (end of the "EXAMPLES" section).
 for more complicated things, you can use a
 here document, e.g.:

   sudo -s <<EOF
   ... a complex script ...
   EOF

 back to my networking problem — the initial
 indications is it's not a MUA problem (using
 'claws' instead of Kmail also fails  ;-\  ).
