Seems so. The codephrase on that page is "controller-based", which
equates approximately to "real modem".
It's funny if somewhat pathos-inducing that they are saying what amounts
to "This modem has performance advantages because it doesn't omit
necessary parts and emulate them in buggy, proprietary software."
Of course, it would never do for them to tell the plain truth, since
U.S. Robotics are the miscreants who created the concept of winmodems in
the first place.
(However, in general, their real modems have always been quite good.)
