 w.r.t. technical and documentation issues
 (at least), it probably _should_ be.
 but it isn't always.
 which itself is a defect.

 nor is the problem limited to software (he
 says having been recently fighting similar
 mismatches between what the manual claims
 and how the hardware is obviously designed.
