What card is it?  Could you give us the output of "ethtool -k eth0" and see
could you turn on tcp segmentation and checksum offload?  That might take
some load off the cpu, if that's the problem.

Would it be possible to compile/install something like iperf on it?  You
could run test TCP and UDP flows and see what speed the interfaces are
capable of going at for each protocol.
