I would recommend Apache and gedit or notepad (Windows) a suitable browser
and a copy of "Heads Up HTML with CSS & XHTML" O'Reilly (36). Point the
browser to 127.0.0.1 and let them at it.
It's a fun book. He or she can do it at their own pace and they can get
results quickly and see what's under the bonnet of a website. They also
learn what a CMS does and it's limitations.
