The ability to admin the system on Ubuntu is based on being part of the
"admin" group.  If you create new users, make them members of that group
and you'll be able to run sudo and other admin tasks as that user.

To some degree it depends on the application.  Most of the same fonts are
available if you make sure the msttcorefonts package is installed.  A lot
of people aren't pushed about TNR and Arial -- but that has nothing much to
do with linux.
