Take legal advice and find a way to sue them for false advertising - 
a walled-garden is not the internet..

Ok, not very practical, but I really hope it happens one day.

On a more practical note: change providers. (You can ignore any 
early-termination penalty conditions if you signed up for a 
fixed-term contract as they've breached their side of the contract by 
not providing you internet access, presuming you reasonably expected 
such..).
