Hi Braun,

been a few years since I last tested this but cdrtools Frontend  
(cdrtfe) meets your needs: Open Source, XP and bootable DVD burning.    
The project is "just" a front end to cdrtools but you can download  
versions with the required dependencies, primarily cdrtools (and  
ignore the frontend if you wanted to just use cdrecord from the  
command line).   A quick look makes it appear the project is still  
alive and kicking so it should work fine for burning from Windows 9x,  
ME, 2k, XP (not Vista it seems).
