In that (sadly misnamed) article, it's intended that you use ssh- 
keygen in its most normal way i.e. as a normal user. However, you  
won't (usually) run ssh-keygen on the server - you'd usually run it on  
your local workstation, and then copy the public key file to the  
server where you want it.
