If that is "no: I look on the server but don't see any packets", then
I'd suggest looking to see if there is any indication of the traffic
(all udp port 1194) getting to the gateway near the server.

If instead it is "no: I don't look on the server", then I'd suggest
looking on the server.

All that's been mentioned so far is consistent with a network routing
problem rather than necessarily an openvpn configuration problem.

(Your initial network description doesn't make it obvious to me what
is connected to what, for what that's worth.)
