Yes. Unfortunately when it comes to wireless non line of sight technologies
other factors within the area can effect reception, even if it's something
as simple as a building being quite close to yours (can trap the signal and
cause it to reflect and echo off of the other building causing decreased
performance).
It's just the way it is unfortunately.

3 should have no problem in you returning it but you may have some issues
with their customer care of technical support teams if/when you call them as
they're a bunch of incompetent idiots. I had to leave 3 due to a billing
error that was caused by themselves and not me. A simple resending of the
itemised bill came but I could clearly see where their billing system was
having the error (not calculating my costs correctly per call) using my own
calculator in my head.
Do you think that 3 would acknowledge this? No... debt collectors are after
me now. Let them chase me, I could care less. If they bring me to court I
already have the proof that they weren't willing to deal with me (call
recording is a fantastic thing).
