Hi Kevin,

I guess you cannot determine what browser your client uses but if it were
firefox you could try getting them to install & use FireFTP (
http://fireftp.mozdev.org/) which is a firefox plugin that allows for a
Secure FTP connections (amongst others).  I can't say much about it other
than I've used it once or twice and it worked.  On linux it uses putty for
the ssh so I guess that aspects is secure...  I don't know how it works on
windows though.

If your client uses explorer perhaps there is something similar there???

Your server is most likely running ssh already so that would just leave you
to create some users for the client to access the files.
