Yes -- it sounds like you want to find and disable the other dhcp server.

On something linuxy, try files in /var/lib/dhclient to find the dhcp
server that this client used; on something windowsy "ipconfig /all"
will usually list the dhcp server.

If it isn't the machine you expect it to be, then you know where to
start hunting.
