A modem will still do 42k if there are decent DSL filters.
It's a very rare fax that does better than 14.4k.
I can run dialup modem or fax over my VOIP. However the analogue  part 
of  DSL line is  100%  OK and much  better than VOIP  if you have decent 
DSL filters
