[ILUG] Not allowed access to system configuration

Hello all,
I am using Gnome 2.22 on Debian Lenny
While logged in (via the GDM) as root I get "Not allowed access to
system configuration" when I try to do user admin, see attache screen
shots. Hope it's ok to attache image files to emails to the list??
