Try adding a --debug flag to it and post the output on here from the
console so we can see if there's anything useful in that.

               I would suggest opening a terminal while logged in as
        root to
               the
               desktop and running /usr/bin/system-config-users (AFAIK
        that is
               the
               program the shortcut runes), and see what error messages
        it
               dumps.
        
               It'll probably provide more infomation that the output
        you're
               currently
