I'd say that this was because your old setup was sending a RST to
all those incoming SYNs and other packets, while your new setup just
drops them on the floor and doesn't respond.
Incoming SYN -> 40 bytes GPRS cost.
Outgoing RST -> 40 bytes GPRS cost.
