I just looked back and I see that you're talking about a cable
TV internet connection, not GPRS/3G.

So, I'm not surprised that they are measuring things differently,
and could well be leaving IP and/or TCP headers out of the
traffic calculations.  They're not really in the business of 
billing by traffic volume in the same way as GSM operators are.
