You could set up a VPN using something like Hamachi (
https://secure.logmein.com/products/hamachi/vpn.asp?lang=en) which is fairly
easy to set up (seems not to work for some people, but I have never had a
problem)
And then if he is running Linux, have him install Squid from the package
manager and configure it to accept requests from any machine on the VPN.
