There is a secondary issue above the one given below as the most important.

The Data Protection Commissioner writing the foreward to the Gardaí "Data
Protection" code of practice which is helpfully distributed on their site
upon which the use of google-analytics alone seems to be in contravention of
said code of practice.

  Irish Council for Civil Liberties
  National Consumer Agency
  Department of Justice and Law Reform
  Department of Communications, Energy and Natural Resources

I don't believe the above list is exhaustive, but merely covers those who
might conceivably have any interest in the issue.

For the record I would be as indignant if the DP Commissioner was attempting
to have any other third party track the users of their site.
