So, some kind of file manager for the web? what about a document
management system? There are a few, one being used by a company I know
in Australia is eXo .. and they've made good comments about it. It can
be a lot more than just a DMS but I think you can implement just those
modules you wish.

Another popular DMS would be Alfresco, it's one of these companies that
offer "Enterprise" & Community versions... something I do not favour if
the code base is not shared (as is the case here I think).
Just checking and I see that Exo has released a 3.0 version and it too
separates community & enterprise versions with, importantly, the
community version is only a subset of the enterprise version :(
A third option, which again is split enterprise/community is
KnowledgeTree http://www.knowledgetree.org/Main_Page
I've not implemented but know a company in the UK that has. It looks
like it might be a little lighter than other two.
Of course if it were literally just file uploading and downloading you
might just be as well using a FTP plugin for firefox like FireFTP for
