Gerard,

If you've not done so yet, maybe take a look through the recent posts 
here referring to OpenERP, etc. Many book-keeping systems were mentioned.

I'm assuming you'd prefer a *Nix-based system, and maybe FOSS? And you 
mentioned VAT:
   - Many of the major systems clearly state that they do not support VAT.
   - Some suggest that their tax handling can be configured to handle 
VAT - but that might be optimistic!
   - And, of those with good VAT support, some don't support the "cash 
accounting" VAT schemes, and that eliminates some more candidates.
