The option might be very relevant in Ireland:

   - In some jurisdictions (maybe UK?), both ledgers (purchases and 
sales) have to use the Accrual scheme, or both ledgers must use the Cash 
scheme.

   - In Ireland (AFAIK), Purchases are always Accrual, and Sales are 
usually Accrual, but can be "Cash" for some small or retail organisations.

Maybe Adempiere supports the scheme option "per ledger"?
