The short answer is No.
It's either cash or accrual per "schema". An accounting schema in
Adempiere is basically all the rules, chart of accounts and default
accounts.

The commitment option is also a per schema option and it is applicable
to any combination of sales and purchases but the Cash/Accrual option is
an accrual on or off option per schema.
But the great thing about open source is the code is there to be
enhanced! ;) The question is, is this option common to many countries
so that it could be an option in the default application or is it a
local requirement. A key concept in the adempiere design is to allow
small functional changes to be injected into the core application and
there are a number of localisations projects that use this functionality
to create country specific implementations.
