 Recommending internet filtering software to prevent cyberbullying is
trying a technical solution to a social problem. It rarely works. At the
end of the day, teenagers don't have the wetware to enable true empathy;
they need to be pushed to fake it. Kids who are being bullied need to
believe that if the go to an authority figure with evidence of people being
dicks, that they'll be listened to. Anything else is ... security theatre.

 That said, there are plenty of other reasons to filter internet until kids
are ready for it. Cyberbullying seems an odd choice.
