Yes I agree it an open question and daft question, but it was mean to be.

I agree with the CMS as the way to go, but you do loose your ability to 
customise your software?

Going native and using PHP/Java/Perl etc, you have the control of your 
own destiny in one regard, but the Development time is the killer.

Then the Framework should site in the middle, but skills wise your 
pushing both now PHP and cake or Zend or Ruby on Rails, so your starting 
to have two angles to be attacked on Framework skills plus PHP or PERL 
or RUBY etc.
