Drupal at least is almost infinitely extensible through add-on modules;
if you know PHP and can take the time to learn the framework, you can
make it do nearly anything. I'm sure the same is true for Joomla and
WordPress also.

I've gone both routes - extending Drupal with custom modules, or writing
from (nearly) the ground up using Zend... the choice depends on how
close the CMS is already to what you want to achieve.
