Guys,

Sorry if this is miles outta line for the list - bu this went out
to the IEDR Forum last night and is relevant to the .IE argy :-)

I have to say I've a lot of respect for the IEDR policies. Yeah,
they're restrictive. It's a feature :) But they're trying to ease
off sensibly, keep their decisions open, reduce the cost, and really
make things easier all round.

To Whom It May Concern. 

Dear All, 

As you are aware the IE Domain Registry ( IEDR ) introduced new 
policies on 1/1/1999. Since then the IEDR has exercised caution in the 
application of these new policies with a view to avoiding future 
difficulties for both its clients & itself. At the same time the IEDR 
has noted, since the 1/1/1999, the difficulties this has caused to both 
its clients & itself in relation to applications rejected, the 
documentation required to substantiate an application & the time 
involved for both parties in ensuring a correct application form from 
applicants. The IEDR is also very conscious that, while abiding 
strictly by its managed registry status, it must assist wherever 
possible the Irish Internet industry in its revenue & cash flow needs 
in a practicable manner ( Refer Point 11, below ). That been said the 
IEDR is equally committed to driving down the annual fee cost to the 
Irish end users, as demonstrated by its January '99 price reduction of 
£8 pa down to £40, & it seeks the active cooperation of the industry in 
this goal. The IEDR believes that with these new relaxations & new name 
categories, coupled with the IEDR staff's committment to constructively 
assist all acceptable applications to be processed rapidly, the unit 
cost for each application will be substantially reduced to the 
industry. The IEDR is hopeful that the industry will therefore give 
serious thought to passing on  these unit cost savings to the Irish end 
users. 

It is interesting to note that the IEDR has been applying these 
relaxations, to test their effectiveness, since 1/5/99 & as a result 
there were more domain name registrations ( 325 ) in May 1999 than in 
any other previous month. It should also be stressed that the IEDR is 
still maintaining its own target of processing all correctly submitted 
applications within two working days. 

The IEDR is therefore pleased to announce the following : 

1. Effective from 1/6/1999 there are significant relaxations & new name 
categories in place & these are presented in a user friendly Plain 
English Guide format - refer www.ucd.ie/hostmaster for details. 

2. An additional new name category "Personal Trading Name" will be 
added to this plain English Guide within the next 48 hours. 

3. An Appeals Process has been formally in place since 1/3/1999 - 
further details of this process will appear on the above website, also 
within the next 48 hours. 
In future any rejected application which necessitates a Hostmaster 
judgement call, as opposed to applications which are clearly well 
outside the IEDR's current criteria, will automatically carry an advice 
as to the applicant's right to appeal & the necessary action to be 
taken by the applicant. 

4. The IEDR is committed to amending & updating its policies wherever 
possible to meet & facilitate the changing needs of various types of 
applicants. Initially this will occur every 6/8 weeks & details will be 
posted to our website. The IEDR welcomes suggestions from the industry 
& the general public to assist it in these regular updates. 

All suggestions to : suggestions at domainregistry.ie from Monday, 7th 
June 1999. 
A notice to this effect will appear on our website within the next 48 
hours. 

5. An Application Form Generator, to assist first time applicants, will 
be available on our website from close of business tomorrow - 2/6/1999. 
This will be amended when & where necessary, based on comments received 
at the above suggestion address. 

6. We have noted comments that our website does not reflect 
telephone/fax/email contact numbers & addresses &, more importantly, 
that first time users are unclear as to which method to use. 
>From Wednesday 2nd June 1999 this situation will be rectified. 

7. Likewise, we have noted comments, especially from overseas, that our 
website address is not intuitive. 
>From Monday 6th June 1999 this situation will also be rectified. 

8. There have been occasional comments that our published fees & our 
fee structure are still not sufficiently visible. 
This also will be rectified from Wednesday 2nd June 1999. 

9. We are conscious that our website should be more user friendly & 
have better presentation. 
A contract has recently been signed to rectify this & we anticipate a 
totally revamped new-look website within a short space of time. 

10. We are currently in the process of recruiting a Customer Services 
person to provide a full telephone service within normal office hours. 
On appointment we will advise of details on our website of this 
expanded service. 

11. You may have noted that the IEDR has embarked on a .IE promotional 
campaign. The second advertisement is in the DOT.IE June issue ( kindly 
ignore the spelling error in same - not of our doing !!! ). The 
intention is to now run monthly advertisements in various magazines & 
periodicals along the same lines. I would specifically refer you to the 
wording in these advertisements - we recommend to the readers that they 
should approach ISP's for their domain name requirements. To say the 
least, we are hopeful that those ISP's who are subsequently approached 
will then submit these applications only to the IEDR. With the 
relaxations & new name categories as detailed on our website, in 
addition to the above client geared services, we are confident that 
such applications will be rapidly processed without undue difficulties. 

Finally, I would refer you as a matter of general interest to the Press 
Release on our website regarding the recent ICANN meeting in Berlin & 
the appointment of Dr. Dennis Jennings.
