I suppose it was unfair to lump everyone with the politicians. How about 
many politicians did what they could get away with, others let them because 
it suited them (remember revelations have been made that both sides would 
prefer to have kept quiet) and the rest didn't have the balls to bring it 
out in the open.

As for the people, they were happy enough to let it go as long as they were 
still getting their pay rises/headage payments/whatever.

There are always plenty of independent candidates and they're not _all_ 
mental and even if they were all mental, voting for one of them still sends 
a message. With PR, you can give a looney your first preference and still 
have your vote end up with "real" politician, hopefully putting the wind up 
the establishment in the process,
