Not exactly.  1850 means charge is one unit, regardless
or location or duration of call (aka Call-Save)

1890 means charge is identical to local call, i.e. 
3mins/unit on-peak (or is it 5?) and 15mins/unit
off-peak (aka Lo-Call).
