It's what you'd call a "dead key" - like umlaut, accents, diaresis etc. on
international keyboards. Windows thinks ` is an accent, because we don't use
it in the english language, and microsoft's version of our beloved character
set ISO8859-1 (I think) includes "intelligent quotes" (non-standard of
course), which means they don't think we need them.
Bummer! I don't know how to disable it in windows. It's easy in Linux (well,
easier, if you use Xmodmap or screw about with xset and your XF86Config)
