they made it up. all projects are highly dependant on what languages
are used. obviously if (reasonable[0]) languages were not an issue then
the skill of the developers would come into question...
NOTE: no one get bent out of sorts. this is my general opinion about
language wars. it is the craftsmen, not the tool that is responsible for
success or failure. a programmer's familiarity with a language is very
important *but* that's not an intrinsic quality of the language.

[0] obviously it's impossible to write large maintainable apps in risc
assmebly, intercal or basic... :)
